Minutes of the Strategic Planning Workshop

East Baton Rouge Parish Library Board of Control

January 31, 2009

A special meeting of the East Baton Rouge Parish Library Board of Control was held at the State Library of Louisiana on Saturday, January 31, 2009, from 9 a.m. to 1 p.m. In attendance were Mr. Dan Reed, President of Library Board, Mr. Stan Bardwell, Mr. Donald Browning, Ms. Tanya Freeman, and Ms. Elizabeth Tomlinson. Also in attendance were Mr. David Farrar, Library Director, Ms. Patricia Husband, Assistant Library Director of Branch Services, Ms. Mary Stein, Assistant Library Director of Administration, Ms. Brenda Lovett, Library Business Manager, Ms. Rhonda Pinsonat, Assistant Library Business Manager, and Ms. Liz Zozulin, Executive Assistant. Mr. Tom Dubos also attended, representing the Greater Baton Rouge Federation of Civic Associations.

Ms. Rebecca Hamilton, State Librarian, presided over the workshop. Ms. Diane Brown, Deputy State Librarian, and Ms. Dorothy White, Associate State Librarian, also presented information to the board members.

The purpose of the meeting was to provide an overview of the process board members follow in order to develop a strategic plan. The presentation began with a history of the State Library and of library services in Louisiana and an overview of the function of the State Library and the services it provides to public library systems. Other topics included responsibilities of trustees, responsibilities of the director, governance versus management, continuing education, public relations and advocacy, and strategic planning. The presentation also outlined key elements of a strategic plan. Board members had time for discussion, and a question and answer period followed the presentations.

At the end of the workshop, the Library Board agreed to schedule a strategic planning meeting.
